It works closely with Country Dairy, a large-scale dairy operation in Michigan, USA
The company was seeking for funding and long-term collaboration with The Dutch Organisation for Internationalisation in Education (Nuffic) under the Orange Knowledge Programme (OKP) which was running a call for proposals for Uganda partner country for which Dairy Training Centre (DTC), a Netherland-based Dutch company was being formally requested to be the Dutch organisation for the joint proposal to be submitted to Nuffic. A context Analysis of GUCD was required for the development of proposal for support for Capacity Building of Technical and Vocational School (TVET/HE) run by GUCD
Time Assignment was Carried out: September - October 2018
Project objective: To carry out a context analysis of GUCD to determine achievements, Potentials, challenges it faces in achieving its long-term goals and aspirations and determine the relevance of and in which ways the Nuffic Programme could best help GUCD achieve its long-term goal and aspirations
Assignment Activities:
a) Evaluate to what extend the significant milestones attained by GUCD especially with respect creating production capacity like: the establishment of a modern research farm, a modern dairy processing plant, a business and dairy training school as well as a proposed breeding centre which have significant potentials in achieving sustainable inclusive development, are being translated into plausible, tangible and measurable results and impacts through massive growth overtime that can reach millions of people as beneficiaries, customers and suppliers
b) Determined whether & to what extent there is a shift of the “centre of gravity” from the creation of supply capacity, primarily addressed by the current and prospective developments to the creation of “Market Linkages” and establishment of business relationships.
c) Determined whether and to what extent GUCD’s value chain concept take on a more holistic approach that stresses systemic constraints and opportunities derived from the configuration of market and extra-market relations (networks) and recognize the private sector as a key engine of growth and its willing to strengthen the actions of & partner with lead firms, particularly regarding their linkages with more vulnerable agents in the value chain.
d) Determined whether and to what extent GUCD’s farming methods & practices are adaptable to local conditions, relevant, accessible, responsive to local needs, inclusive and practical in a rural setting through the curriculum development and practical, relevant inclusive training approaches using appropriate technology transfer techniques.
e) Evaluated to what extent the GUCD curriculum is developed from a holistic value chain perspective in order to support collaborative learning & multi-disciplinary approaches required to effectively address the many capabilities, skills requirements, knowledge domains and disciplines underpinning successful value chains, research and community outreach.
f) Determined whether GUCD is accredited to Uganda National Examination Board (UNEB) and Analysed how much space it has in the market place & to what extent it’s graduates meet the national & regional standards and are work place ready, have adequate employability attributes and competences, and if not, therefore, determine the need to develop the capacity of GUCD to meet the requirements of UNEB & for the need to strengthen the interface between private sector stakeholders and curriculum development processes at GUCD.
g) Determined whether, given GUCD’s fairly high-end and sophisticated research farm, by Ugandan standards, it has formal collaborative arrangements with any university and or institution of higher learning, thus addressing the needs of the agricultural sector in an inclusive way aligning the different skills and education programmes to the needs of the labour market.
h) Determined to what extent GUCD’s business model incorporates youths as key players in all aspects i.e., as entrepreneurs, leaders, and experts & advisors in the modernization of the dairy sector especially with respect to the use of technologies and attachment and internship to ensure that it serves as a model of local industries.
i) Recommended a business model that will enable GUCD to tackle the challenges it faces in achieving its long-term goal and ensure a strategic fit with the Nuffic programme
